Within the PRS family of affiliated and managed communities, Saratoga Retirement Community (SRC) is unique. One reason is the spectacular Saratoga Manor building, which was originally built in 1912 by its owners, the Independent Order of Odd Fellows and Rebekahs (IOOF). In the early 1990s, the IOOF hired PRS-affiliate Retirement Services, LLC (RSLLC) to oversee the renovation of the Manor building and to expand the existing campus into what it is today. The results are nothing short of astonishing.

Under the guidance of the PRS senior-living experts, the historic 1912 structure was completely refurbished and brought back to its original grandeur. It now houses large, beautifully appointed apartment homes for Residential Living, along with a spectacular Dining Room, an Auditorium, a Private Dining Room, and more. In 2005 the building was recognized with the Gold Nugget Award for Best Adaptive Re-Use Project.

RSLLC was also contracted to develop and construct Residential Living cottages, a warm and comfortable Assisted Living building, and a brand-new Health Care Center — all of which are now managed by RSLLC. And SRC is unique in this regard too: both the Assisted Living residence and the Health Care Center are the largest in the PRS family. Overseeing these two residences and ensuring that resident care is top-notch is a big job, one that the SRC Health Care staff and the PRS Health Services Team have mastered perfectly.

Debbie Rayburn serves as the PRS Vice President of Health Services and as Regional Vice President of SRC and its sister community, the Meadows of Napa Valley. She is a Licensed Nursing Home Administrator in Oregon and a Registered Nurse, and she holds a Bachelor of Science degree in Health Care Administration from Concordia University in Portland. Her accomplished career in nursing management spans 30 years, including 10 years in operations. She’s an accomplished developer and teacher of health care and employee leadership courses, including college level, and she is the author of one of Oregon’s first Certified Nursing Assistant courses.

Debbie and her staff are responsible for overseeing survey preparation, Medicare management, Home Care programs, Pharmacy programs, Recreation programs, Therapy Services, and licensure and certification at all PRS-affiliated and PRS-managed communities, and it’s a job she loves.
“I can’t imagine doing anything else with my life,” says Debbie. “The sense of fulfillment I get from knowing I’m helping residents and their families each day is remarkable. I have a wonderful staff, and I love working with all of the dedicated Executive Administrators and Health Care staff members at the various communities. PRS has a wealth of very bright, talented employees in all departments.”

SRC is managed by Retirement Services, LLC, an affiliate of Pacific Retirement Services. It is owned by the Independent Order of Odd Fellows and Rebekahs.
