About PRS

Corporate History and Background:
Pacific Retirement Services, Inc., was formed in 1991. Its history, however, begins much earlier, with the creation of a single continuing care retirement community (CCRC)—the Rogue Valley Manor. Rogue Valley Manor, Inc. (RVM), was incorporated in 1955; it was sponsored by an ecumenical community group of Methodists, Episcopalians, and Presbyterians who saw a need to care for the elderly in the community. Their discussions led to the formation of a non-profit corporation, which purchased 16 acres on Barneburg Hill, the highest hill in Medford. The original building, which was completed in 1961, consisted of 280 independent living apartments and a Health Care Center with 40 beds.

In the early 1980s, the Board of Directors, together with the management team, began planning for expansion. Both the Board and management agreed that the need for services to the elderly was growing throughout all economic levels within the corporation's service area, and that it was in the spirit of the corporation's founders to expand in order to meet as many of these needs as possible. By 1985, Rogue Valley Manor had acquired 112 additional acres, constructed 174 cottages, and built a new 60-bed Health Care Center on its hilltop site.

At the same time, the organization began to focus on reaching a broader segment of the community. One way of achieving this was to become involved with the federal government's Housing and Urban Development (HUD) Section 202 Program. In 1986, the first of 23 RVM-, and later, PRS-sponsored affordable senior housing facilities opened in Medford, Oregon. That same year, the corporation established several community outreach programs. As expansion continued, the need for a parent company became clear.

In 1991, Pacific Retirement Services, Inc. (PRS), was formed to facilitate the Rogue Valley Manor's vision of expanding its mission "to create and enhance lifestyle opportunities for seniors." PRS is now the parent and management company for 36 affiliated corporations; it is headquartered at the Rogue Valley Manor in Medford, Oregon. PRS operations are overseen by an executive staff and a Board of Directors made up of community leaders.

In addition, PRS sponsors a Community Services division, which provides provides volunteer opportunities to seniors throughout Jackson, Josephine, and Klamath Counties. Its community outreach programs include the Retired and Senior Volunteer Program (RSVP) and the Foster Grandparent Program (FGP). In addition to placing volunteers with various nonprofit organizations (through RSVP and FGP), it offers services to the southern Oregon community through the following programs: Call-A-Ride, Senior Health Insurance Benefits Assistance (SHIBA), CARE Child Care Program, the Respite Care program, and the two newest programs—Lunch Buddies, and TransMed.

Beginning in 1995, PRS expanded its horizons even further when it was contacted by other CCRCs needing management oversight. That year, Board members from Trinity Terrace (which is located in Fort Worth, Texas) contacted PRS and expressed their interest in affiliating with the organization. After several meetings both in Medford and in Fort Worth, due diligence was conducted by both parties, and both organizations determined that affiliation would be beneficial. Soon after, PRS was contacted by Cascade Manor in Eugene, Oregon, which joined the PRS family in June of 1996. Holladay Park Plaza in Portland, Oregon, soon followed suit. The PRS family again expanded in 1994, when the Davis Senior Housing and Care Continuum (DSHCC) selected PRS to build and operate a brand new CCRC in Davis, California. The project, University Retirement Community, opened its doors on February 1, 2000.

PRS currently provides management oversight services to Rogue Valley Manor; Trinity Terrace; Cascade Manor; Holladay Park Plaza; and University Retirement Community. These diversified services include, but are not limited to:

  • Financial management, planning, and reporting including payroll, accounts payable, accounts receivable, and computer systems management.
  • Administration of Health Services, Dining Services, Facility Services, Resident Services, Recreation Services, and Pastoral Services.
  • Development and oversight of charitable foundations.
  • Development and production of all marketing and public relations materials including brochures, newsletters, Internet websites, Intranet sites for residents, print advertisements, press releases, media kits, radio and TV spots, and marketing videos.
  • Management and administration of employee benefits, and policies and procedures including all hiring, training, and termination of employees.
  • Management of all facility-owned and sponsored properties.

As PRS has grown, its mission hasn't changed—it has expanded. PRS works with groups that have the same goals, enabling them to craft organizations that truly put the well-being of seniors first. Applying innovative problem-solving techniques, PRS helps organizations meet the challenges of changing regulations, increased competition, and rising costs. By combining sound business practices and developing efficient methods to provide high-quality care to seniors, PRS has become a recognized leader in the retirement industry.
